That invite to a Texas human rights conference is fraudulent
Just as criminals target lawyers with fraudulent emails, so do they have a scam for academic lawyers.
The academic conference invitation email scam has showed up in New Zealand (check out the full list here) with an invitation to attend the impressive-sounding "2016 Educational Seminar on Human Rights and Child Sex Trafficking: A Solution to Global Terrorism and Commercial Sexual Exploitation of Women and Social Economic Problem".
Sadly it is all a trick: you have not been identified as someone who will increase the sum of human rights knowledge. The fraudsters are probably after a pre-payment of your "accommodation costs".
